Whether or not keypads have to be turned on before one can cast their first vote, pends on the type of keypad. Most keypads do not need to be turned on, as they automatically switch on by the time of any pressed button (as like during the first voting).
Keypads as like the Reply plus need to be turned on either when handed over at distribution or laid out on the chair/table or they can be turned on by pressing the power button by the participants themselves when ever they are asked to do so (e.g. by the speaker or moderator).
All keypad types can be turned off RF remotely.
